Ceann Bales, Presideint & CEO
Ceann Bales began her role with Randolph County United (formerly Randolph County Community and Economic Development Corporation) in December 2019. Prior to her current role with RCU, she served as the CEO of the Randolph County YMCA for 21 years, and the Executive Director of Girls Incorporated of Wayne County for 4 years. Ceann is a graduate of Randolph Southern High School. She received a Bachelor of Arts degree from Purdue University and a Master’s in Public Administration from Ball State University. Ceann is currently pursuing a PhD in Organizational Leadership at Indiana Wesleyan University. Ceann and her family live in rural Randolph County. Her husband, Brian, is a 4th generation grain farmer and also raises a small beef herd. Ceann and her husband have two children.

Missy Williams, Vice President, Business & Community Development
Missy Williams graduated from Ball State University with a Bachelor degree in United States History, Sociology and World History, then she received a Masters Degree in Political Science and US History, and then added an MA of Library and Information Science from Ball State University. Missy worked as an educator in the Randolph Central Schools for 39 years where she taught social studies for ten years and was the middle school librarian and for the last 16 years was the district librarian and media coordinator. Upon retirement from Randolph Central in 2016, she began a new career as the Randolph County Community & Economic Development Community Development Director. In 2020, she began to include business development with the Randolph County United's Chamber division. She has also served as a Winchester City Council At Large member and currently serves as a Randolph County Councilor. She has been married to Al Williams for almost 40 years and we have one son, Patrick Williams and have lived in Randolph County for 42 years.

Scottie Harvey, Vice President, Tourism & Special Events
Scottie Harvey, Randolph County Tourism Director, has worked in this office since 2012 where she started working as the Administrative Assistant to the Executive Director of the Economic Development office. She moved into the Tourism division after a couple of years and has since worked very hard at promoting Randolph County. Harvey graduated from WCHS and attended IU East and has been fortunate to have lived here and raised her family locally. She enjoys attending all her nine grandchildren’s school events, but especially loves her Lady Falcons!

Michelle McGunegill, Office Administrator
Michelle McGunegill was raised in Randolph County near Modoc and graduated from Union High School. In the past Michelle has worked for Duke Energy and USPS. She has a 32 year old daughter that lives in Pittsboro, on the Northwest side of Indy. Her significant other, Randy, is retired from Morphey Construction in Indianapolis. She also has a twin brother who still lives where she grew up and her father lives in the house he grew up in near Modoc. She enjoys working on the farm, doing crafty things, and remodeling homes.
